Bastrop, Texas – Today, U.S. Congressman Michael McCaul (R-Texas) honored a U.S. Army veteran and American military hero, Sergeant Major Billy D. Waugh, at a ceremony to officially dedicate the facility of the United States Postal Service located at 1106 Main Street in Bastrop as the “Sergeant Major Billy D.
